    Observation or interpretation?

    An observation is what the data shows. An interpretation is what you think it means. Reports need both — clearly separated.
    • “Asphalt covers the west half of the parking area in week 7; the east half is still gravel.”

    • “The roof deck will be finished next week.”

    • “The steel crew is ahead of schedule.”

    • “They must have used the stockpile for backfill.”

    • “The drainage design is bad.”

    • “The stockpile in grid G-1 is visibly smaller than in week 3.”

    • “Steel columns are visible across the full footprint in week 6; none were visible in week 4.”

    • “Standing water is visible in the southwest corner of the excavation.”
